2008 Report to Property Owners

Dear Feather Sound Property Owner,

Feather Sound Community Services District, Inc (FSCSD) is a non-profit corporation organized for the purpose of providing street lighting and the acquisition, development and maintenance of recreational areas and green space for the residents of Feather Sound. The services are funded by a millage tax assessed annually on property within the municipal services taxing district and shown with other taxes on your annual property tax notices. The millage rate for fiscal year ended September 2008 was .9. This is also the rate for the current fiscal year ended September 2009. Effective for the fiscal year ended September 2010 the board has reduced the millage rate to .5660 in recognition of current economic trends.

The FSCSD board is composed of seven volunteer members from the Feather Sound community appointed by the Pinellas County Board of County Commissioners. The board meets regularly as announced by public notice in the St. Petersburg Times. The meetings are open to the public with residents and visitors welcome to attend.

The taxing district, established in 1990, has recently completed its 2008 fiscal year audit. A summary of financial activities for the past three years is presented below. Annual expenditures include maintenance of the Earl Maize Recreational area, mowing of green space areas on Feather Sound Drive and street lighting. A grant of $231,000 received from Pinellas County in 2007 was used to help fund the construction of playground facilities, picnic shelters and other improvements to the Earl Maize Recreation Area. The FSCSD board recently facilitated the acquisition of land by Pinellas County adjacent to the recreation area for the purpose of additional community development projects planned for 2010 and later years.
